In the inquiry on financial statement estimates of municipalities and joint municipal boards estimates are collected from municipalities and joint municipal boards on how certain key items of the profit and loss account, funds statement and balance sheet will be formed in the financial statement of the past year.
The financial statement estimate are gathered during January of the budget year with web collection forms through the data collection service of Elma Oyj Electronic Trading.The financial statement estimate data are collected from municipalities and joint municipal boards in Mainland Finland. The financial statement estimate data are collected jointly with the Association of Finnish Local and Regional Authorities.
The collection of data is based on the Statistics Act (280/2004). By virtue of Section 14 of the Statistics Act, notwithstanding the provisions on secrecy, local government authorities are obliged to provide Statistics Finland with data on their finances, products, locations of activities, as well as with data on the staff and other resources required in their activities.
No data by municipality of joint municipal board are published from the financial statement estimates. The Association of Finnish Local and Regional Authorities, the Ministry of the Interior and the Ministry of Finance are, however, provided with the checked unit-level data.The unit-level data of these statistics can be processed at Statistics Finland only by those employees participating in the compilation of the statistics in question. The data are protected against inappropriate use in accordance with the data protection regulations of Statistics Finland.Budget information will not be collected from the beginnig of 2011.
