Obligation to provide data

The Finnish Statistics Act names Statistics Finland as one of the four statistical authorities that have the right to collect data for statistical purposes by virtue of the obligation to provide data laid down in law. The other statistical authorities are The National Institute for Health and Welfare (THL), Information Centre of the Ministry of Agriculture and Forestry (Tike) and the Board of Customs. Those obliged to provide data to Statistics Finland on the matters laid down in the Statistics Act are:

State authorities have a general obligation to provide data in their possession. Entrepreneurs and employers, local government authorities and non-profit institutions are obliged to provide data on subjects separately prescribed in law. Provision of data is always voluntary for private individuals.

Besides complying with the national Statistic Act, Statistics Finland also applies in its statistics compilation statistical legal acts of the European Union, which set detailed requirements on the national statistical institutes of all EU countries. The operating policy laid down in the Statistics Act is applied to both provider and users of data. The Act contains provisions concerning, among other things, collecting and processing of data, and obligation to provide data.
