Number of low income earners stopped growing

There were 706,000 low income earners in Finland in 2010. The low income rate, or the proportion of low income earners in total population, was 13.3 per cent. From 2007 to 2010, the number of low income earners stayed at around 700,000 and the low income rate fluctuated between 13.1 and 13.5 per cent. Thus, the past few years have seen the end to the prolonged trend of growth that had continued since the mid-1990s.

Lowering of income among the highest-income group reduced income differentials

Contraction of income differentials continued in 2009. According to Statistics Finland's income distribution statistics, the Gini coefficient was 25.9 in 2009, while one year previously it was 0.9 units higher. Income differentials contracted particularly at the highest-income end of the highest-income decile, because income measured by the mean of the top decile fell, but median income rose. In all other income deciles income grew.

Low income earning by aged people decreased in 2009

According to Statistics Finland's income distribution statistics, the low income rate was 13.1 per cent of the population in 2009. Around 690,000 persons belonged to households falling below the low income limit. In the previous year the low income rate was 13.2. The annual change is not statistically significant, but differing from the long-term growth trend, low income earning did not rise in 2008 and 2009. At highest, low-income persons numbered 707,000 in 2007.

Number of people with difficulties in making ends meet has decreased

Altogether approximately 600,000 households, or 24 per cent of all households, had difficulties in making ends meet in 2009. Households with major difficulties in making ends meet numbered 190,000, or seven per cent of all households. The number of households finding it difficult to make ends meet decreased by 18 per cent from the year 2003. In real terms, the income of those with difficulties in making ends meet grew more slowly than the average for all households. The annual growth rate from 2003 was 1.2 per cent whereas the average rate for households was 2.2 per cent. This is shown by the data collected in connection with Statistics Finland's income distribution statistics.

The recession that started in the latter half of 2008 claimed nearly 15 per cent of households property income and almost seven per cent of their entrepreneurial income compared with the income accumulation in the previous year, but wage and salary income still grew by around one per cent. According to Statistics Finland's income distribution statistics, measured by the median of households disposable income the average income level remained almost unchanged.

The development in the income of the lowest-income population groups was weaker than the average in 2007 and income differentials grew from the previous year in Finland. The median disposable income per consumption unit grew by 2,4 per cent among the household population. The median income of the lowest-income decile diminished by 0.4 per cent while that of the highest-income decile grew by 3.4 per cent. Relative to the whole population, the development in the income of certain low-income groups, such as students and single carers, has been very weak throughout the 2000s.
