Seminar on 'Registers in Statistics - methodology and quality' hosted by Statistics Finland, Helsinki, Finland

Statistics Finland will be hosting a seminar 'Registers in Statistics - methodology and quality'. The seminar will take place in Helsinki on 21-23 May 2007. The seminar will be a broadened version of the biannual seminars on Strategies in Social and Spatial Statistics and Nordic Network for Register-based Statistics. Invitations are sent out not only to the Nordic countries but also to other countries that utilise registers as data sources in the compilation of statistics.

The objective of the seminar

The main purpose of the seminar is to discuss, and exchange knowledge about, new ways of exploiting registers in the compilation of statistics with the focus on finding new methods, a methodological framework and assessing quality.

The target group of the seminar

The target group of the seminar are experts at National Statistics Offices who are in charge of developing the use of registers in the production of national statistics, especially those interested in methodological and quality related questions. A limit of 50 participants has been set. Participation is mainly restricted to people wishing to present a paper in one of the sessions or contribute in other ways.

Programme Committees

The Nordic Network for Register-based Statistics will act as the Programme Committee and will be responsible for the agenda of the seminar. The members of the Nordic Network are Finn Spieker (Denmark), Magnús S. Magnússon (Iceland), Harald Utne (Norway), Anders Wallgren (Sweden) and Kaija Ruotsalainen (Finland). The members of the Organising Committee at Statistics Finland are Riitta Harala, Marianne Johnson, Raija Löfgren, Pekka Myrskylä, Kaija Ruotsalainen, Veli-Matti Törmälehto and Tuula Viitaharju. The Organising Committee will be responsible of the practical arrangements of the seminar. Provisional programme

The provisional programme of the seminar includes five sessions. The sessions will start on Monday, 21 May and end around noon on Wednesday, 23 May. The proposed sessions are listed below with short descriptions of their contents and details of the session organiser. A later notification will include full details of the seminar programme.

Session 1. Register-based Population and Housing Census

This session will mainly focus on the role of administrative registers in population and housing censuses, totally register-based censuses as well as censuses combining data from registers and other data sources. Papers discussing how to meet requirements from international recommendations and regulations, specific problems arising when using administrative data sources for census statistics and how to solve these problems can be offered to this session. Papers discussing the role of register-based censuses in the national statistical system are also welcome.

Session 2. Register-based Social Statistics

The purpose for this session is to examine new ways for using administrative sources within social statistics and to discuss topics concerning new methodological solutions as well as quality issues. Papers discussing topics such as problems- and what has been done to solve the problems - in coverage of registers (e.g. migrant labourers), different units in registers and the linkage of them ( e.g. habitants to housing) as well as conflicting data in different registers can be offered to this session. Also papers discussing the timeliness of register data, methods for assessing the quality of register data and the advantages of yearly and monthly production of statistics are welcome.

Session 3. Use of Registers in Business Statistics

The purpose for this session is to examine new ways for using administrative sources within business statistics with the focus on finding new methods, a methodological framework and assessing quality. Within this general frame papers discussing the following topics(and related topics) can be offered to the session: Problems in relation to the build up of integrated register systems in business statistics (different units, coverage,linking methods and longitudinal aspects), experiences in relation to build up of specific business register systems (pure register systems or systems based on merging of register and survey data), methodological and practical problems in relation to defining and assessing quality in register based business statistics and experiences connected with the cooperation with the institutions responsible for the administrative source registers.

Session 4. General Methodological Issues

Many methodological and quality issues are of general character, i.e. they are important to all kinds of registerbased statistics. Today ad hoc methods are used instead of methods based on established scientific terms and principles. During this session we will discuss methods and quality issues and try to find general concepts.

Papers discussing, for instance, the following kinds of topics can be offered to this session: methods used to create statistical registers (how to create register populations, how to create derived statistical units from administrative units, how to create derived variables, e.g. register-based variables in EU-surveys), methods used to coordinate the system of statistical registers, methods used to adjust for coverage errors in sample surveys with registers as well as methods used to integrate sample survey data and statistical registers. Also quality issues in register-based surveys are welcome to be addressed in this session.

Session 5. Future work

At the end of the seminar we wish to take some time to discuss possible future plans for seminars on register-based statistics. For this session advance contributions are not required, but we invite everybody to an open discussion on the need of future seminars and an evaluation of the present seminar.

Modus operandi of the sessions

The seminar will be held on the assumption that all papers will have been distributed on Statistics Finland's website ahead of it and that participants will have read the papers in advance. The organisers of the sessions will chair their sessions but the author(s) of the paper(s) will present his/her/their paper(s). The sessions will have a discussant who will comment on the presented papers during the session.

Preparation of papers and submission of contributions

Participation is principally restricted to persons wishing to present a paper in one of the sessions or contribute in other ways. Contributions could take the form of

  • Preparing and presenting a paper
  • Acting as discussant in one of the sessions

Persons interested in contributing to the seminar are asked to return the application form as soon as possible but no later than 31 January 2007 to the Organising Committee. A registration form can be found on the seminar web site: www.stat.fi/registerseminar. Authors are requested to send their papers to the session organisers before 31 March 2007.

Meeting language

All papers must be in English. The meeting will be conducted in English without interpretation facilities.
