Environmental protection expenditure in industry

Description of the data collection

The inquiry produces data on the operating expenditure arising from environment protection of enterprises by establishment. In addition, the inquiry concerns the amount of possible investment expenditure from environmental protection and income from environmental protection, as well as cost saving or grants.

Costs belonging to environmental protection expenditure include, for example, the establishment's waste management and waste water charges, costs from the protection of soil, surface water and groundwater, as well as from the protection of ambient air and climate. Costs may also be generated from noise protection, and protection of biodiversity and landscape. Environment-related administration expenses also belong to environmental expenses.

The data are collected from enterprises by establishment. The statistical period used is a calendar year.

The inquiry is based on Regulation (EU) No 538/2014 of the European Parliament and of the Council amending Regulation (EU) No 691/2011 on European environmental economic accounts.

The data collection starts in September and the data are processed during autumn. The data can be supplied electronically or on a paper form by mail.


From whom are data collected?

All enterprises with at least 250 employees are included in the inquiry. Stratified sampling is used for enterprises with fewer than 250 employees. The statistics include the industries of mining and quarrying, manufacturing, energy supply and water supply.

The data supply obligation of enterprises is based on the Finnish Statistics Act (280/2004, Section 14).

What are the data used for?

The data are used to monitor and analyse the development of costs directed at environmental protection in public administration, organisations, research institutes and in the business world.
The statistical data are reported to the Statistical Office of the European Communities, Eurostat and published in Eurostat's and OECD's statistical publications and databases. In Finland, the statistical data are published on Statistics Finland's website and in Statistics Finland's Environment Statistics publication.

Data processing

The Statistics Act obliges Statistics Finland to treat the provided data as confidential and they are used only for statistical purposes. The unit-level data of the register are confidential.
