The data are gathered as a quarterly web collection 15 to 45 days from the end of the quarter.
The respondents are the municipalities of Finland, from which a sample has been drawn. The statistical units are the 75 municipalities of the sample. The sample is made up of all municipalities with over 40,000 population and the central municipalities of the regions in Mainland Finland that include no municipalities with over 40,000 population. Included are also 18 municipalities classified as significant municipalities selling services to other municipalities. In addition, 33 municipalities are drawn with two stratum PPS sampling.
The collection of data is based on the Statistics Act (280/2004). By virtue of Section 14 of the Statistics Act, notwithstanding the provisions on secrecy, local government authorities are obliged to provide Statistics Finland with data on their finances, products, locations of activities, as well as with data on the staff and other resources required in their activities.
Unit-level data can be processed at Statistics Finland only by those employees whose tasks require use of the data in question. The data are protected against inappropriate use in accordance with the data protection regulations of Statistics Finland.One-quarter of the municipalities sampled by PPS stratum change annually.
