Pricing of research data and services

The use of research and microsimulation datasets typically incurs costs related to the user license, the dataset itself, and remote access. In addition, charges apply for service modifications such as billing changes.

The prices of user licences are outputs subject to public law, on which value added tax is not charged. Other prices are exclusive of value added tax (25,5%). User licence prices.

This page contains the price lists for 2025 and 2026. Statistics Finland will reassess the pricing during 2026 and reserves the right to make changes. 

Prices for user licences 2025

License prices are expected to increase by 6–14% for 2026. The changes in license prices will be confirmed when the payment regulation is updated at the turn of the year.

Changes in the intended use of the material are treated and charged like licences for the materials.

The cost for processing the application will be invoiced regardless of whether the application is approved or not. We will also invoice an application that is cancelled or that is not completed after its handling has started.

For working hours exceeding 15 hours, the hourly rate according to the current price list will also be charged.

User licence related to a thesis

The price of the licence for the thesis is EUR 500. The applicant must indicate in the application that it is a licence realted to a thesis.
User licence related to a thesis concerns the production of one thesis. If the project involves the production of several theses or other non-thesis outputs, this is a normal or broad licence.

In the case of a minor change to the user licence, the price is EUR 175.

A fee of one hour of work is charged for the conclusion of the research service agreemet in connection with the application process. In the case of data released to the researcher's own organisation, the agreement is included in the price of the extraction indicated in the price list.

Tailored data

The compiling and editing of research data are priced based on extent and complexity of the work. If the data are extracted from the ready-made data module, the price is at least the same as the price of the ready-made data module. You can request a price estimate for tailored data and other data by contacting tutkijapalvelut@stat.fi.

Ready-made datasets and microsimulation

An annual fee or a one-off fee will be charged for the use of ready-made data modules depending on whether the licence has been granted for a continuously delivered ready-made data module or ready-made data subject to a one-off fee. A more detailed description of the materials can be found in the section Data and their delivery modes.

Continuously delivered ready-made data is invoiced for each calendar year during which it is open, even if the material is not used for the entire year. A minimun of two years' annual fees will always be charged for continuously delivered ready-made data. Yearly fees are charged in February. Further details on billing practices are available at the bottom of the page.

The ready-made data subject to a one-off fee is invoiced upon activation.

For the processing of update extractions from ready-made data, we always charge a minimum of two working hours (115 €/h).

Remote access use 2025

A research project-specific use charge is paid for the virtual machine the research project has rented as well as a user fee based on the number of users using the machine.

Ready-made datasets

The price of a ready-made dataset is invoiced when the dataset is opened for the project. If the license has also been granted for dataset years that have not yet been published, future annual updates will be invoiced separately. Updates covering the entire dataset population are automatically delivered to the remote access project under the license, and the update is invoiced at the beginning of each year. For ready-made datasets restricted by target group, the project must request an update extraction with a separate application via the licensing service, and the update will be invoiced at the annual update price.

Cause of death data

Examples on typical cases of extraction of cause of death data. The price of extraction is calculated according to the current hourly rate.

FIONA Remote access use 2026

The price of FIONA remote access consists of three main components: a fixed annual service fee, a user fee, and a capacity fee for the project’s virtual machines. Additional costs may arise from extra storage space, Microsoft Office licenses, or customized application installations.

The project’s virtual machines accrue capacity fees regardless of the level of use. Only the termination of the project or the removal of a machine stops the accrual. To start remote access, please contact tutkijapalvelut@stat.fi.

The user fee is determined by the user accounts opened for the project during the billing period, i.e., the quarter.

Ubuntu machines

The availability of HPC-type machines may vary depending on supply. No separate usage instructions are provided for Ubuntu machines, apart from technical support in case of system issues. The support portal lists frequently asked questions and the main differences compared to Windows.

Academic Windows licence

Academic Windows licences are possible for research projects where all users are from organisations that are eligible for academic licences. Research projects are responsible for making sure that the licence terms are met. 

If the academic Windows licence is activated in the middle of the invoicing period, the machine packages will be invoiced on a monthly basis according to the actual situation.

Other remote access costs

A limited amount of storage space (300 GB) is reserved for the research project; additional storage is charged separately. The project may also order the installation of Microsoft Office for an additional fee. The project must have an academic Windows license in use in order to apply an academic Microsoft Office license.

Project suspension

It is possible to suspend a project during the validity of the license, in which case the datasets remain in FIONA but access is disabled for the duration of the suspension. During the suspension, no capacity or user fees accrue, but the fixed annual fee is charged quarterly. If the project ends before the license expires, the datasets are removed from FIONA. Project suspension can be requested via the licensing service.

Invoicing practices

User licences and research data are invoiced separately after decision or delivery.

Invoicing for the outputs subject to public law means that no more than two invoice reminders are sent in addition to the original invoice. If the invoice has not been paid by the due date of the second reminder, it will be sent directly for collection (enforcement). If there are any ambiguities or errors in the invoice, you should contact the research services (tutkijapalvelut@stat.fi) as soon as you receive the first invoice.

Invoicing of SISU microsimulation register dataset

An annual fee of is charged for each calendar year of continuous delivered module. The annual fee will be charged even if the module has not been used for a full year.

From 2025 onwards, the invoice will be sent out in February. Continuously delivered ready-made data modules opened during the year will be billed in the month following the opening date.

Invoicing of remote access

The minimum billing period for remote access is one month, i.e., one month’s share of the fixed annual fee. Remote access usage fees are adjusted to the monthly level according to the start and end dates, so that the project pays only for months in which the project machine is open for more than half of the month.

The user fee is determined by the number of user accounts opened during the billing period. If the project’s machine package is open for the entire billing period, user accounts opened and closed during the period are nevertheless billed for the full billing period. In such a situation, any additional storage ordered during the billing period is also billed for the full billing period. In 2026, the capacity fee will be charged based on the number of billing units (BU) accrued during the actual billing period and the price according to the operating system. There is no minimum billing amount for the capacity fee.

Remote access fees are charged four times a year.
