The NUTS classification is a three-level hierarchical regional classification, which is used for statistics submitted to Eurostat, the Statistical Office of the European Union. Statistical data between European countries can be compared by means of the classification.

The NUTS classification is a hierarchical regional classification. There, each Member State is divided into regional units on the NUTS1 level (3-digit codes), which are divided into NUTS 2 level regional units (4-digit codes), which are in turn further divided into NUTS3 level regional units (5-digit codes). Each Member State can have more detailed hierarchical levels, which further divide the NUTS3 level, and these are decided by the Member State in question.
The Regulation has defined the following average regional population thresholds for the formation of the NUTS regions: Regional level minimum maximum NUTS1 3 mil. 7 mil. NUTS2 800,000 3 mil. NUTS3 150,000 800,000 According to the Regulation, administrative areas and otherwise geographically defined areas must be favoured in the definition of NUTS areas.
About the names and codes of areas:
Some areas of different countries can have the same name. The first letter of the country is added to the names of these areas to facilitate identification.Some areas appear on several NUTS levels, such as Luxembourg, which is present both as a country and on levels 1, 2 and 3. Then one to two zeros are added to the end of the code given to the area to describe different NUTS levels. Finland has one such area, Åland, which is included on levels 1, 2 and 3: FI2 Åland - NUTS1 FI20 Åland - NUTS2 FI200 Åland - NUTS3.
NUTS classification and Finland’s national regional codes:
The NUTS 2016 regional classification effective from the beginning of 2018 is in force from 2018 to 2020. Even though corresponding national regional classifications would change during this time, the NUTS regional classification will not change. The NUTS Level 1 corresponds in Finland to the division into Mainland Finland and Åland. The NUTS2 level corresponds to the national division of major regions and NUTS3 to the division of regions. The NUTS classification is valid at least three years at a time. National regional codes are used in Finnish data systems and statistical compilation, such as municipality numbers given by the Digital and Population Data Services Agency and national codes of regions.The NUTS regional classification is used for statistics submitted to Eurostat, the Statistical Office of the European Union.

NUTS 2021, in force 2021 to 2023 (EU No 1755/2019). In Finland, the NUTS regional classification remains unchanged. Regions should correspond to the NUTS level 3 areas, but Finland's NUTS 2021 remains unchanged and corresponds to NUTS 2016 (valid from 1 January 2018 - 31 December 2020).

NUTS 2016, in force 2018 to 2020 (EU No 2066/2016.) The only change in Finland in the NUTS regional classification on the NUTS 3 level was caused by the transfer of the municipality of Vaala from the region of Kainuu to that of North Ostrobothnia at the beginning of 2016. Then the regions of both Kainuu and North Ostrobothnia received new NUTS 3 codes. The new NUTS 3 codes are Kainuu, FI1D8, and North Ostrobothnia, FI1D9. Otherwise, the set of NUTS codes and nomenclature remain the same as in NUTS 2013 (in force 2015 to 2017).
The Swedish name of NUTS 1 level group Mainland Finland changed into Fastlandsfinland (previously Fasta Finland).
NUTS 2013, in force 2015 to 2017 (EU No 1319/2013). In Finland, the NUTS regional classification remains unchanged. Changes in administrative areas in 2013 to 2014 caused minor boundary checks on the NUTS 3 level (boundaries of regions 2013). These were changes in boundaries of regions caused by municipal mergers. Population changes caused by municipal mergers were so minor on the NUTS 3 level that the actual classification was not changed, that is, it stayed the same as NUTS 2010.
NUTS 2010, in force 2012 to 2014 (EU No 31/2011). The biggest change in Finland concerned the NUTS 2 regional division. Former Southern Finland was divided into two parts so as to form the new metropolitan area Helsinki-Uusimaa (FI1B), and the rest of Southern Finland formed an area of its own (FI1C). In addition, former Northern Finland and Eastern Finland merged into one region, which was called Northern and Eastern Finland (FI1D). After the changes, Mainland Finland (FI1) still had four NUTS 2 regions. On the NUTS 3 level, Finland lost one region, when Uusimaa and Itä-Uusimaa merged as regions in 2011 and now formed the new NUTS 3 region Helsinki-Uusimaa (FI1B1). However, it should be noted that changes in the NUTS 2 regional level caused changes to the set of codes and nomenclature on the NUTS 3 level as well.

NUTS is a regional classification of Eurostat, the Statistical Office of the European Union. It is defined in Regulation (EC) No 1059/2003 of the European Parliament and of the Council. According to the Regulation, the classification is reviewed at most every three years. The latest Regulation passed in 2022 (Commission Regulation 2023/674) is applied to statistics submitted to Eurostat starting from 1 January 2024. The Regulation with its classifications is in force from 2024–.
