Collection of financial data from wellbeing services counties

The data are collected from Finland's wellbeing services counties and joint county authorities for wellbeing services.

The wellbeing services counties were formed as public corporations with Business IDs on 1 July 2021. The wellbeing services counties are specified in Section 7 of the Act on implementing the reform concerning healthcare, social welfare and rescue services and the enforcement of the legislation relating to it (616/2021).

The data are collected from joint county authorities for wellbeing services referred to in Section 58 of the Act on the wellbeing services county (611/2021) if they are legal persons with a Business ID in 2021 or 2022.

Data are collected by virtue of Section 9 of the Act on the Openness of Government Activities (621/1999).

The data are used for compiling national accounts, which is based on Regulation (EU) No 549/2013 of the European Parliament and of the Council (ESA 2010 Regulation). National accounts refer to a statistical system that describes the Finnish economy in a comprehensive, systematic and detailed manner.

The data from the data collection are used in the following statistics:

• General government revenue and expenditure by quarter
• General government expenditure by function
• General government financial accounts
• Annual national accounts

In addition, the collected data from the profit and loss accounts, financial statements
and balance sheets are published on the level of wellbeing services counties total and by wellbeing services county and by joint county authority for wellbeing services with the consent of the corporations in question. 

• Financial data reported by wellbeing services counties

The collected data are based on the wellbeing services counties’ accounting obligation in accordance with Section 116 and 117 of the Act on the wellbeing services county (611/2021) and on financial statement formulas according to the Government Decree on the information to be presented in the financial statement of the wellbeing services county (729/2021). Certain sector specifications and other itemisations have been added in the data collection to the financial statement formulas according to the decree.

The collected financial data concern the years 2021 and 2022. Starting from the financial data for 2023, wellbeing services counties and joint county authorities for wellbeing services report their financial data to the State Treasury.
