Programme for the International Assessment of Adult Competencies PIAAC

What is studied? 

The Finnish Institute for Educational Research at the University of Jyväskylä in cooperation with Statistics Finland will carry out a survey at the initiative of the OECD, where assessed are the various basic skills needed by the adult population in different areas of life, as well as their application to work and everyday living. The topics of interest are the skills people need in their everyday life: literacy, numeracy and problem-solving skills. The survey is carried out simultaneously in 32 countries around the world.

The PIAAC survey in Finland is financed by the Ministry of Education and the Ministry of Economic Affairs and Employment. The abbreviation PIAAC stands for the Programme for the International Assessment of Adult Competencies.

When and how are the data collected?

Statistics Finland will collect the survey data with face-to-face interviews between September 2022 and April 2023. The target population is formed of persons aged 16 to 65 living in Finland. The aim of the survey is to interview 4,000 Finnish-speakers and 200 Swedish-speakers.


If the person selected to the survey cannot take part in the actual survey, they can alternatively participate in a short inquiry. The inquiry is available in the following languages: English, Russian, Estonian, Arabic, Somali, Farsi, Chinese, Albanian, Vietnamese and Turkish.


The persons selected to the survey will receive by a letter by post, after which a statistical interviewer will contact them to agree on the interview.

Data protection

The Statistics Act obliges Statistics Finland to treat the obtained data as confidential. Data provided by individual respondents cannot be identified from the survey data.
